I'd be surprised if Riley started
but I wouldn't be surprised if Riley were allowed to try out for the position. Riley has nothing to offer. By the end of the year, one could see Heaps is a QB, but Riley should be allowed to compete for the safety position. It might make more sense to see him start spring competing for that position than wasting his time at QB.
