I know that if your vehicle is damaged from hitting an animal, it's a comprehensive coverage claim (if you have comrehensive coverage).

If you know the owner of the animal you hit - if the animal is in the street illegally (ie: dog without a leash), is the owner of the animal liable for damages caused to your vehicle? IOW, can you collect the amount the insurance co doesn't pay (the deductible) from the animal owner?
