in a collectively bargained agreement, can exercise his authority to suspend as he wishes. Now, he can't commit fraud (duh!) or completely make something up that didn't exist (willful dishonesty) but with what happened with the footballs it is clear the commish has the authority to do what he did.

I think it was a bad deal the NFLPA agreed to but they agreed to give him this authority.
