Depends on the circumstances.
When they were little, we would put them to bed "on time" if there was nothing else going on and we were home. And we'd be relatively strict about it, I guess. We'd turn of a show they were watching or wrap up other activities for bed time.

If we were visiting someone else's home or they were visiting us, then we just kind of ignored bed time. Some of our kids would fall asleep on our laps or on the floor with a blanket, other's would just stay up late and play until it was time to go home or company left. We kind of took that approach with nap time during the day too - didn't let it interfere with our plans, and let the kids sleep through stuff if they needed a nap. It honestly was pretty common to have one of them asleep on our lap or on the floor with a blanket while we were at friends homes - but we never rushed home for nap time or anything like that.

As they got to be school age, we'd try to not stay out too late on school nights so that they could get to bed and be rested before school. Because of this, we didn't plan a whole lot on school nights either, to be honest. Most of our get togethers with friends would be Friday/Saturday.

As they hit high school - we figure it's up to them to get to bed or suffer the consequences. Sometimes I'll tell them "It's getting late, go to bed", but I don't really enforce it or make sure they do. Like I said - they'll suffer the consequences when it's time to get up the next morning.
