He is wrong, or he is at least saying something different that what you are.
You are saying that PAC has not had Playoff berths because the top of the PAC is not as strong as the top of other conferences. I think you are probably right.
However, Whit is saying (or implying) that the real reason is just that the bottom portion of the conference is stronger than the other conferences have to deal with.
So you are saying the top is weaker, he is saying the bottom is stronger.
