to each district to decide what would qualify a person to get a license. In the past, the state was making that decision and it was a LOT of hoops to jump through. The new program used the acronym APPEL. Sounded like it was going to get easier but I guess it would also depend on the district. They should be doing whatever they can to make it more accessible to anyone that wants to teach and can show they are qualified.
