consider it "the market" correcting. teachers (among other jobs) are leaving -
underpaid, un-appreciated, at the center of unwanted political disputes, everchanging covid policies, and dealing with more and more mental/behavioral health issues from children.

Perhaps (just a theory) this is natural economic phenomena playing out in an org that is trying to retain their workforce.
