The problem was the play before was an incomplete pass, but the clock was running when it should have been stopped
Each official is assigned certain duties. The back guys are assigned wo watch the Game Clock and Play Clock in between plays.
He noticed the clock was running when it should have been stopped because of the incomplete pass on the previous play. His job is then to stop action, notify the White Hat so the White Hat/Ref, can get the clock stopped, add back on the lost time, and then resume play.
