The redo had to be done because the clock was winding even though the play before was an incomplete pass that should have stopped the clock. The FJ came in before the snap blowing his whistle to try and stop play and let the White Hat know so they could stop the clock, get the right time put back on the clock, and then run a legal play.
The "Illegal Block" in the back was not illegal at all. He did not block the guy, he simply stood behind the cover guy and set a pick on him preventing him from being able to pivot and pursue. The cover guy ran into the guy setting the pick, not vice versa. As long as the blocker/guy setting the pick does not initiate/make first contact, that is a completely legal play.
