just rolled into the price of the house. You can claim the seller is paying it, the buyer is paying it, or they are splitting the costs. Unless you knew the "true valuation" of the house and whether the purchase price was above or below that "true value", then any one of those claims makes perfect sense.
It is like when the local hardware store says "Free Popcorn". It isn't free. They just rolled the $0.02 for the bag of popcorn into all the prices in the store.
