This isn't unique to BYU. I attend my grandchild's graduation at an East Coast
university last Spring. Several weeks later, I received a bill for a parking ticket for failing to put money into the parking meter. That morning, the parking meters (which are electronic) weren't working. There was a school police officer on site that morning who was instructing people that they didn't have to pay. When I tried to explain this to the university traffic office, they rejected the idea and insisted that I pay $75. Similarly, this university wouldn't send my grandson his diploma until he paid a $25 fine for replacing a lost ID card that he never replaced. He sent them a copy of his original school ID issued in 2010, but they still insisted on receiving $25 before sending the diploma. Universities have all of the leverage in these situations, so they always win.
