Some babies hate the cover up. We have one or two who hated it and would
either not nurse with it, or knock it away while nursing.
My wife is super self-conscious about her very ample breast feeding instruments, so she would always go somewhere private if the coverup wasn't working, but that's her choice, and if she wanted to breastfeed in public, even in church, I would have completely supported her (figuratively - literally would probably have been going too far in public).
