House and lets the dog run free while he meanders around the walk path. Every time somebody comes into the park the dog runs up to them and stands there barking. The guy calls out for the dog to come back but the dog just stands there barking terrifying whoever is there. The guy tells the people not to worry about the dog as he comes to get it. I've never seen the dog bite anyone but it just seems stupid to let this go on. I've told the guy that perhaps he should keep his dog on a leash but he just brushes at all and says his dog won't hurt anyone. He's a jerk.
