Horrible precedent and plan. Rent vouchers would have been a solution. This is

going to cause a disaster. Tenants will never pay the back amount. This will cause lots of eviction in June. Landlords will default on payments which will cause foreclosures. Really can't figure out what Herbert was thinking with this. It is a disaster.
