If BYU wasn't hitting in practice then maybe we'd still have Bushman. Kidding

aside, it makes sense why Navy wouldn't hit in practice. Midshipmen are assets to our US armed forces. Broken bodies will make you no good on defending this country. Football is essential for it's team building concept. A concept that is very much treasured in the United States Navy and Marine Corps, but no need to over do the contact when they want you for bigger things.
