Is PS belt driven? If PS is out.. maybe there are other pieces on that same belt
Had a 96 Golf that the Power Steering and the Water Pump (yes waterpump on a belt! crazy) and it was kind of hidden down below passenger side of the engine... PS went out... near instant overheating.. engine replace time... not a good experience!

Check your accessory belt first. I'm assuming the power steering was still off "but driveable?" If so, losing the
