It's implicit. Do you leave a voice-mail telling someone to call you back if they don't answer? Same thing. They'll see
That you called, and will implicitly understand to call you back when it's convenient for you. A message detailing your desire to have them contact you back is annoying.

I use it to gage if they're ready to talk. Often they're in an informal meeting and can't yet. They'll respond when open
