BYU and Utah should be pretty close, but beating USC (even when USC is bad) gets more weight than it should
Comparing wins:
BYU beat Arizona St by 10, Utah beat Arizona St by 14, basically a wash
BYU beat Utah (borderline top 25) by 9, Utah beat USC by 16. This should be a big thing in favor of BYU, but pollsters are considering it basically a wash
BYU beat Utah St by 14 as maybe the 3rd best win. Utah beat Washington St by 11. Probably also a wash, maybe slight favor to Utah, depending on the P5 bump
After that it's BYU over Arizona and USF and Utah's over Weber. These are all bad teams so don't move the needle much, but BYU's are still better (especially if you give extra weight to the P5 moniker).
So overall, the win quality favors BYU, largely because beating Utah is more impressive than beating USC.
Comparing losses:
BYU lost to Baylor (#20 ranked team) by 14. Utah lost to San Diego St (#22 ranked team) in OT. Favors Utah (unless there's a P5 bump and then it's a wash)
BYU lost to a pretty rough Boise team by 9, Utah lost to a borderline top 25 BYU team by 9. Favors Utah.
So Utah has better losses (that Boise loss REALLY hurts) but slightly behind in win quality. The two programs should be ranked neck and neck; in that case I can't see ignoring the H2H as the tiebreaker
