Why are Flaming Gorge and Lake Powell still dropping this winter?
I understand that spring runoff is where they start to refill the most, but it has been so wet, you'd think the flow of the Green and Colorado would be fairly high at the moment.

Because they always continue to drop through the winter until the runoff really starts which is usually around mid to
