My guess is the non-Lake Powell and Flaming Gorge chart is below last year from (1) overall decline throughout the summer last year, (2) melt and runoff hasn't really started vs. already started last year, and (3) potentially some emptying of reservoirs to have room for this year's runoff and avoid flooding
