Because they always continue to drop through the winter until the runoff really starts which is usually around mid to
late April. Water is constantly flowing out of Lake Powell. Typically it only has a net inflow of water between mid April and mid to late July.

You are slightly correct about how wet this year has been and early runoff- Powell has risen about 1.5 feet since March 12 with the melt that started back on the 9th or so. But it looks like that rise is slowing down again with the return of cold temperatures.
