The first part of the last decade, I'd agree that BYU, in spite of losing the rivalry game, wasn't much different as a program than Utah.

The second part of the last decade, however, Utah has generally been better. 2022, Utah...2021 1st half of season, definitely BYU; 2nd half of season, definitely Utah. 2020, BYU. 2017-2019 Utah.

Tough to use the horrible conference argument when SOS puts Utah's schedules significantly more difficult than BYU's. Yes, there is a P5 "bias" in computer SOS rankings but they all have Utah's schedule 30 spots higher than BYU almost every year.
