I think that even Grant might have agreed that Lee was the better tactical general.

Lee's issue was strategic IMO. He was so good at battle that he sometimes engaged when he shouldn't have.

Grant's strength was also strategic IMO. He knew that he had such a huge advantage in resources that even if he lost a battle, the right decision was to continue push forward, forcing the south into more Pyrrhic victories.
