Yes you could. Here's one that would work with 128 teams.
16 8 team divisions.
game 1: game warm up
games 2-8: 7 game conference round robin.
game 9: conference championship game.
game 10 : Round of 16. Entire conference plays by rank against opposing conference.
game 11 : Quarter final. Again losing teams from previous week play for pride against similarly ranked teams in division.
game 12 : Semi final. With a whole bunch of bowl games to match up rivalries etc.
Game 13 : Final & national championship game.
