As I understand it, the top teams in the bottom tier moves up the next year while the bottom teams in the top tier move down. While this is great if you have a series of great teams, it misses the point if the intent is to find the #1 team in any given year unrelated to prior performance.

Perhaps I'm wrong, but would love to know where.
