To table means to stop discussion on the issue until the motion is taken off the
table.
First, you can't table for one year, you can only table an item for the remainder of the meeting. If the tabled item isn't voted on during the meeting, the motion dies.
Second, it seems like the intent is not to continue the motion to approve expansion until 2017 (which is what you are getting at as what you meant earlier), but that they want to actually have expanded by 2017, meaning that a decision on expansion would need to be made much earlier than 2017 so that schedules can be made.
