Also, Utah was approved as a member at the same time the Presidents approved the play for Texas and co. The presidents approved expansion but knowing that plan A was a long shot they had Utah and Colorado approved as plan B. That is why CU was invited when they were. Either way they were coming and the PAC wanted to stifle talk in TX of Baylor joining the group.
