Though the my friend in the program does complain it is run by artsy-fartsy types who refuse to focus on the technical aspects of architectural design.

I would really recommend getting a different degree - say civil engineering first (great at BYU) - and then pursue architecture as a graduate degree somewhere else. That would give him a far more sound basis for everything he would eventually do as an architect.
