Not only did he hesitate but Kurtz stopped his own route and went to the ground pulling his db closer to the play and able to make the pick. If Kurtz continues his route no pick, if Kurtz doesn't fall to the ground he could have battled for the ball and prevented the pick or even scored a TD. So many factors. His pick six was bad, but so many things went wrong on that play, and the FB not coming back to the ball was killer.
