You are still missing the point. IF you are acting upon homosexual

characteristics (i.e, men kissing) then that is in direct opposition to the Honor Code and is a direct violation of their agreement to attend BYU. You may have homosexual tendencies, but if you act upon those tendencies, you are not able to attend the Church school because of the opposition to how you agree to abide by the Code.
