Maybe look into a Compute Stick
It plugs into an HDMI slot and has USB connectors for a keyboard or mouse. No optical drives, so if your bike program is CD/DVD install, then this might not be a good option.
$150 for 32 GB and windows 10 already installed.
All you would need is the keyboard mouse and old monitor or TV with HDMI port.
