NO way is he going to want to get egg on his face by not expanding after all he's said and done to make expansion happen. This could very well be a negotiating tactic to try and get leverage. Boren is a former governor and senator after all. The guy knows how to politick and get his way.
I am concerned that the LGBT/Honor Code issue continues to come up again and again in articles citing numerous sources inside the Big 12. So it's looking like it's very possible it has some legitimacy, but the question is how much? Hard to see that this one obstacle, by itself, would be so big that the Big 12 couldn't find a way to overcome it. Remember that other people are reporting that BYU has already addressed that issue to the Big 12's satisfaction. So we are hearing mixed reports.
Once again, I guess we just have to wait and see how this pans out. Ugh. What a mess.
