It's a bit more of a pain (i.e., it takes more processing time) to take out a loan for spring/summer, so if she's definitely planning on taking out a loan for those terms, it will probably be easier to just hold onto the loan money now. (That's not to say she won't be able to get a loan for spring/summer--it just ends up being easier for most students to hold onto money from winter semester.)
