really strong fanbase there once upon a time. I don't see how you can do the Mexico expansion without offering pretty significant incentives like "hazard" pay and whatnot.

AAA teams in most of those countries probably won't work because it would be too much hassle for teams. Also, MiLB teams aren't owned or controlled by MLB and only a few are even owned by the parent clubs (almost all are independently owned and have contracts with their MLB parent clubs).

You'd either need to convince a bunch of AAA team owners and their parent club's owners to move to those cities (which would suck for the markets like SLC, OKC, Austin, etc. that would lose their teams) or you'd need to set up some kind of independent AAA league and have it under the control of MLB. But I don't know how you could make that work logistically.

I don't think LV could support a MLB team. There are a bunch of cities that should get a team before LV IMO (Indianapolis, Charlotte, Memphis, Louisville, and in my dreams SLC).
