Ten years, but if I were to guess, the ads that take over scrolling I'd say the content in the ad is looping which causes your page to reload back to the standard home position (scrolled to the top). If I were creating an ad like this, maliciously, I'd make sure that it's nothing you can control on your end by killing the content as it pulls from my resources then forcing a retry.

If it wasn't malicious, I'd say it's an ad that's supposed to scroll with the page but is broken and keeps the page scrolled with the ad.

Unfortunately, this probably means there's nothing you can do other than blocking the ads at the adsense level, which will affect your revenue.

The autoplay audio I don't have a clue on, as I've never seen that here.

The best solution, imo, is to have users report these ads and make google take care of it.
