you don't send anything to the NCAA until the 4 years of eligibility are done.
Schools may plan on it, and mark athletes as R-soph, or R-freshman, but until you send in the paperwork, they aren't technically redshirted, but it is a rubber stamp process generally anyway, so it is discussed as if it has already happened.
