I will correct you, you are totally wrong, the issue was with the HS
The NCAA made changes to core courses required in order to qualify for eligibility.
High Schools had been informed of the changes for years, I am forgetting the course description that was the issue right now, but just to illustrate the example of what happened, Dayan took a class called something like "Utah History", well, his HS did not categorize it correctly in the NCAA clearinghouse database like they should have, and so Dayan ended up 1 "history" class short on his eligibility.
He appealed, and the HS wrote a letter, saying in essence, yeah, this was totally our fault, we didn't update the catalog correctly, but the class should have fulfilled the core requirement.

It was the first year of the changes for the NCAA, and I think Dayan was picked as the "we are going to make an example out of someone to show we are serious about getting the changes in"

I remember looking up the issue myself in the clearinghouse and looking at the course description, and it was ridiculous, any human being with even a modicum of common sense could see it was an administrative error, and when you looked at the high school courses in the database that year, there were about 10-15 other courses that had the same problem, and yet, the kid had to suffer the consequences of someone at the HS not doing their job correctly.
