I will say that a Thunderbird's skill set will be unappreciated in Utah...
few companies in Utah would pay market for a global trade specialist and most Utah companies are willing to explore the global business world with their current employees. If he would like to get better contacts in Utah to try his luck there are other organizations he can reach out to.

Economic Development Corp. of Ut (EDCUT.org I think) could have some connections to companies that might benefit him in his search. They don't have a specific job placement program that I can recall but do have knowledge of companies trying to expand globally through import or export.

Also, reaching out to the World Trade Center of utah would be a good place to go. They may actually have more job connections now and lead regular trade missions. If anyone will know the companies seeking business leaders with gloabl mindsets it is the WTC Utah.

Also, the Governors office of Economic Development (can't recall the exact name of it) is a good place to reach out.
