My opinion: in the decade after Jordan there was a dip in skill level. The 90s
Had a glut of great players all in their 30s.
In the next decade the best players were Shaq and Duncan who some people might call boring. Kobe was great too. The nba strategically decided to change the rules and effectively create a completely different game IMO. In the mid to late 2000s there was a glut of young great players ( most notably LeBron). The league was slowly changing and getting better IMO. I think the larger pool of foreign players was helping too.

During this time there was a five year period where I think the talent at the top was just as good as the 90s. And in the last 3 years the talent has passed and reached a peak not seen before (helped tremendously IMO by next level analytics) and peaking of players like LeBron.

Just look at LeBron. He was the best player in the league 08-11 and yet 08-11 LeBron couldn't hold a candle to LeBron of the past few years. Go watch the 11 finals. It's embarrassing how much better LeBron is now.

Final note the above is focusing on the top of the league. But I also think the decade following Jordan suffered as the league learned how to develop young players as high school players were taking roster spots and getting drafted in ever increasing numbers.

So in summation while the league is better now there was a dip after jordan and the recovery took a long time and rule changes in the intervening years made it difficult to even compare the 90s to now so it is hard for some to recognize that indeed we're at a peak of talent never before seen.
