the reason every team in the NFL has a shot within a couple years is that
the cap and non guaranteed contracts result in a ridiculous amount of roster turn over. hard (impossible?) to keep a team together and I think that's bad for any sports league. so yeah, that every team has a chance is good, but the reason it happens is a major negative.
