There are thousands upon thousands of guys who can do it.
Probably a lot more than that.

Now, once you put some arbitrary measurement out there like "at least 30% of the time" you create an elite selection of the best. But that doesn't make hitting the ball "at all" harder. It just means being the best at it is hard.

You can't just say hitting a MLB pitch is the hardest thing in sports. By the numbers, there are way more people that can do it "at all" than a host of other things that at least some people do and make their living precisely because so few can do that exact thing.
