Tier 3 positions are a "work in progress" This doesn't mean they won't be good, we just don't know yet. Hence the "work in progress."
Tier 2 has shown that the are good, or show the potential to be very good and at worst will be only mediocre.
Tier 1 position groups have had their performance distinguish them from the other position groups.
