Even the New Mexico bowl had 30k people. Looks like only 5 bowl games last
year could have fit in this stadium without turning people away at the door. The rest of the 41 games had more than 20,500 people attend.

Camellia Bowl: 20,300, Dec 17th Appalachian State v Toledo
Miami Beach Bowl: 15,262, Dec 19th, Tulsa v Central Michigan
Bahamas Bowl: 13,422, Dec 23rd, Old Dominion v Eastern Michigan
St. Petersburg Bowl: 15,717, Dec 26th, Mississippi State v Miami (OH)
Quick Lane Bowl: 19,117, Dec 26th, Boston College v Maryland

It is interesting that 2 of those games featured P5 teams.

There are a couple of high school stadiums in Texas that seat more people than 20,500 people.
