Yes because UNM was playing in its hometown city.
look at who the Frisco bowl tie-ins are: an AAC team vs. a free-agent team, likely to be BYU or a Sun-Belt team or a MAC team. Other than BYU, those are not going to be teams that are likely to bring a big following. They do not have a P5 tie-in.

This bowl was the Miami Beach bowl. It moved because of the horrible attendance for the Miami Beach Bowl. Highest attendance in 3 years of the Miami Beach Bowl was 21,712 for Western Kentucky vs. South Florida (BYU only got 2nd place in attendance for that bowl).

So based on who they are likely to bring, a 20,000 seat stadium that is sold out will likely have a better atmosphere than 25,000 attendance in a 50,000 seat stadium.
