I agree with Ulysses14 that the money is a factor, in that a poor, extremely talented kid will not be able to afford top level soccer when young. If he's still amazing at 13+ it wouldn't matter as much as they will scholarship him but getting him the training when young is key.
Raising the overall level of coaching would help a ton.
