HS seniors put in their acceptable college choices including living by an honor code, and FBS teams can pick their top 25 kids from the kids who put them as an acceptable choice, then the top vote getting kids get their first choice in round robin style. When the first kid loses a chance for all teams on his list, round 1 is done. The remaining kids put in choices from what is left, they recalculate top vote kids and do round robin #2, and etc. till all teams have 25 kids. These 25 are guaranteed a full ride scholarship. Alabama wouldn't get to stockpile so many great players this way it would increase competition.
