By taking all the AAU schools out of the PAC and increasing the BTN footprint at a prime dollar rate, there would probably be enough leverage for the BTN to become a national channel on basic cable, increase the payout considerably. It will be very hard for UofA, Stanford, USC, CAL, UCLA, UW, Oregon, Colorado. Not sure if the state legislatures would get involved, but to turn down and extra $20M/year would be very hard for any governmental body. I suspect if they got that aggressive they would go to 24 with four pods. Maybe TX and Kansas to finish the mix.
