each year as walk-ons... filling the roster spots well before fall camp. I believe Sitake already has 7-8 PWOs as part of this class leaving little room to add those who don't sign with someone else on NLI day. It's probably fine, there are a lot of changes this year with the early signing period, but it's definitely not normal, or what BYU usually does.
