If a dealer was selling a car, they had to assure it passed inspection. Or even an individual could say "recently
passed" or "will pass inspection"
My buddy who sells cars on the side if his repair business didn't want the safety insleoto go away. Was cheaper for him to have an inspection station verify a car would pass than himself do the same, plus before he could always say "passed inspection"
