It's not the more "effective" solution. It's the ideal solution, but it's a
proposition that isn't effective at all (for all of the reasons people have already mentioned above — strong families are awesome and would fix most of the world's ills, but they can't just be wished into existence).

And something more — articles like this are really just dodging the issues. By saying, "hey, strong families are really the best answer," you avoid having to do anything, or propose anything real. It's an easy out that allows you to say something that no one really disagrees with, but that at the same time really isn't saying anything at all.
